Public Reviews for the 2025 National Construction Codes: Deep dive into Part 9 energy efficiency and GHG requirements

A deep dive into new proposed changes for energy efficiency in Part 9. We will explain all energy efficiency and GHG related changes for Part 9 – regardless of whether they are going to the 2023 fall public review or the winter 2024 public review. We will talk about the new prescriptive trade-off points system for tiers 3, 4 and 5 and the prescriptive packages for tier 5. We will also go over the changes to airtightness, solar heat gain coefficients and new energy use metrics, before delving into the proposed greenhouse gas requirements. At the end, we will repeat the tips on how to submit effective comments for national codes  public reviews.

This webinar will give a detailed description of proposed changes introducing “alterations to existing buildings” into the 2025 national codes for the first time. If you are not sure what’s being proposed or whether you want to submit public review comments or not, join us and we will explain where we are in the code process and summarize quickly what’s already approved for the 2025 national codes Part 9. Then we focus on some significant changes (mostly Part 9 energy efficiency) and provide summaries for other energy efficiency and non-energy related changes being proposed in the current 2023 public review. We’ll provide a list of what we know is coming to the winter 2024 public review and then give some tips on how to submit effective comments for national codes public reviews.

Part of the federal government’s Rapid Housing Initiative, Horse Dance Lodge, or misatimosimôwin mîhkowâp in Cree, is a showcase example of the power of partnerships and utilizing advancements in multi-unit modular housing development. The 29-unit supportive housing complex was craned in Regina, Saskatchewan over 2 days in April 2023 and completed just 5 months later. Designed and engineered by Indigenous-owned firms in collaboration with Big Block Construction, the complex is owned and operated by entities under File Hills Qu’Appelle Tribal Council. Today, it is a transitional place for people in need of supportive housing, empowering them to move toward independence.

Frank complements the CHBA’s Tech Team by working on the Canadian Electrical Code and many climate change related files. He also advises CHBA’s Modular Construction Council.
 
Kathleen began her career working with the building industry in 1987. She was National Director of Communications for Energy Pathways, an Ottawa-based environmental consulting company, until 1997, when she joined Canada Mortgage and Housing Corporation. She was CEO of the Canadian Manufactured Housing Institute from 2000 to 2016, which transitioned to the CHBA Modular Construction Council in 2017. Kathleen heads up CHBA’s Modular Construction Council and Technical Research Committee, and currently represents CHBA on the Canadian Commission on Building and Fire Codes. She also serves as Chair of the CSA Technical Committee on Prefabricated Buildings, Modules and Panels, and as a member of CSA’s Strategic Steering Committee on Construction and Civil Infrastructure. 
 
Sim is the Vice President, Manufacturing at Triple M Housing. She leads the operations of Triple M Housing manufacturing facility in Lethbridge and oversees Safety, Quality, Production, Customer Service and Design.  Sim has over 20 years of experience in the industrial and construction sectors. In 2018, Sim was awarded the Top 40 under 40 by Lethbridge Chamber of Commerce.

Mohamed Al-Hussein is a professor in Department of Civil & Environmental Engineering Hole School of Construction Engineering at the University of Alberta. He is also NSERC Industrial Research Chair in the Industrialization of Building Construction and a member of Nasseri School of Building Science and Engineering; he is a highly sought researcher in the areas of Modular and offsite construction, Lean Manufacturing, construction process optimization, and Building Information Modeling (BIM). Dr. Al-Hussein research has been published in over 300 scientific journal articles and conference proceedings.
